Expands the definition of "employee" under the Higher Education Employer-Employee Relations Act to explicitly include student employees whose employment is contingent on their status as students, granting them collective bargaining rights.

Applies to employees of the University of California, Hastings College of the Law, and California State University.

For the University of California only, specifies that requirements for students to achieve satisfactory progress toward their degrees are excluded from the scope of collective bargaining representation.

Maintains collective bargaining rights for student employees who previously held those rights under existing law.
