SB 205 - Local Government Omnibus Act of 2017

• Requires officers to take the constitutional oath of office following any election or appointment and before entering the duties of their office.

• Modifies property tax postponement program procedures, including requiring the Controller (rather than county recorder) to provide notice of liens to tax collectors and assessors, and changing payment application order to interest first, then principal, then administrative fees.

• Allows the County of Merced to lease, enter into concessions, or enter managerial contracts involving property acquired from Castle Air Force Base closure with a 4/5 board vote, in addition to existing sale authority.

• Updates eligibility requirements for property tax postponement claimants, changing the date for blind and disabled claimants from December 10 to February 10 of the fiscal year for which postponement is claimed.

• Renames the Vallejo Sanitation and Flood Control District as the "Vallejo Flood and Wastewater District" effective January 1, 2018, and makes various technical corrections to local government statutes including updates to the Sacramento Area Flood Control Agency Act and North Fork Kings Groundwater Sustainability Agency Act.
