Enacts the First Validating Act of 2017 to validate the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and specified districts, agencies, and entities.

Declares all public bodies previously organized under any law are legally organized and functioning with full rights, powers, privileges, and duties.

Confirms and validates all previously established boundaries of public bodies as shown in maps, plats, or assessor records.

Validates all prior acts and proceedings related to annexation, detachment, consolidation, merger, dissolution, and bond issuance by public bodies.

Establishes a six-month statute of limitations from the effective date (July 10, 2017) to contest the validity of public body actions, after which all such matters become valid and incontestable.
