Enacts the Second Validating Act of 2017 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including state and local agencies, districts, and entities.

Declares all public bodies previously organized under any law are legally organized and functioning with full rights, powers, privileges, duties, and obligations.

Validates all prior acts and proceedings related to territory annexation, detachment, consolidation, merger, dissolution, and bond authorization and issuance for any public purpose.

Requires any legal action contesting the validity of public body formation, boundary changes, or bond issuance to be commenced within six months of the effective date, otherwise those matters become final and incontestable.

Takes effect immediately as an urgency statute and becomes operative on September 1, 2017.
