Enacts the Third Validating Act of 2017 to validate the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and numerous specified districts and public entities.

Declares all previously organized public bodies legally organized and functioning with all rights, powers, and privileges; confirms boundaries of public bodies as previously established, defined, or recorded.

Validates all prior acts and proceedings related to annexation, detachment, consolidation, merger, or dissolution of public bodies, as well as authorization and issuance of bonds.

Limits validation to matters not currently pending in legal proceedings and not previously determined illegal; does not apply to contracts between public bodies and the United States.

Establishes a six-month statute of limitations from the effective date for actions contesting the validity of public body organization, boundary changes, or bond issuance; after six months, such matters are held valid and incontestable.
