Authorizes the State Air Resources Board to develop and implement a Heavy-Duty Vehicle Inspection and Maintenance Program for nongasoline heavy-duty vehicles over 14,000 pounds gross vehicle weight rating, including those registered out-of-state but operating in California.

Requires the Department of Motor Vehicles to confirm vehicle compliance with the program prior to initial registration, ownership transfer, or registration renewal, with specified exemptions for certain ownership transfers and leasing arrangements.

Establishes the Truck Emission Check (TEC) Fund to collect program fees and penalties, with a $50 temporary permit fee available for non-compliant vehicles and penalty revenues deposited in the Air Pollution Control Fund.

Prohibits operation of heavy-duty vehicles with illuminated engine malfunction indicator lights and prohibits visible smoke emission except during active regeneration, enforceable as mechanical violations.

Requires owners to maintain and drivers to present certificates of compliance with the program to peace officers upon demand, with violations subject to correction notices under Vehicle Code Section 40610.
