Senate Bill 233 - Foster Children: Records

• Expands foster family agencies, short-term residential treatment program staff, and caregivers' access to foster children's educational records including attendance, discipline, online communications, and IEPs, regardless of whether the caregiver holds educational rights.

• Requires caregivers to notify educational rights holders of significant educational needs and decisions, and allows caregivers to access and maintain health and education summaries for foster children in their care.

• Mandates inclusion of complete health and education summaries (including names and contact information of educational decision-makers) in dependency court assessments and case plans, with redaction provisions for safety concerns.

• Requires counties to provide caregiver training on the importance of caregiver roles in education and foster youth educational rights under state and federal law.

• Imposes state-mandated local program requirements on school districts, county offices of education, and charter schools to provide expanded educational record access and maintain health and education information.
