Increases the maximum allowable annual kilowatthour limit for direct transactions between electricity suppliers and nonresidential customers by 4,000 gigawatthours, with the Public Utilities Commission to apportion this increase among electrical corporation service territories by June 1, 2019.

Grandfathers all residential and nonresidential customer accounts already on direct access as of January 1, 2019, allowing them to continue participating in direct transactions.

Requires the Public Utilities Commission to provide legislative recommendations by June 1, 2020, on implementing a second direct transactions reopening schedule for remaining nonresidential customers, including proposed phase-in periods.

Commission recommendations must ensure consistency with state greenhouse gas reduction goals, prevent increases in air pollutants, maintain electric system reliability, and avoid unfair cost-shifting to bundled service customers or direct transaction customers.

Sunsets the commission's recommendation requirement on June 1, 2024, pursuant to Government Code Section 10231.5.
