Increases the maximum annual benefit assessment that Napa County's Board of Supervisors may levy for farmworker housing from $10 to $15 per planted vineyard acre

Authorizes the county service area in Napa County to acquire, construct, lease, or maintain farmworker housing, with assessments valid for five-year periods that can be reauthorized

Assessment proceeds may be allocated for acquiring, building, or leasing farmworker housing, or providing maintenance/operations for housing owned by the Napa Valley Housing Authority or similar public agencies

Vineyard property owners who provide housing for their own workers are exempt from the assessment

Requires an advisory committee including farmworkers and vineyard landowners to advise on allocation of assessment proceeds, with audits of funded programs every two years
