Requires information obtained by local agencies for issuing local identification cards to be used only for administering the program and exempts this information from California Public Records Act disclosure, with limited exceptions for court orders and legal requirements.

Restricts Department of Motor Vehicles disclosure of documents provided by driver's license applicants (proving identity, residency, or authorized U.S. presence) to responses to criminal subpoenas, court orders, or law enforcement requests for urgent health or safety needs.

Expands protections for individuals holding driver's licenses issued without proof of authorized U.S. presence by prohibiting discrimination and barring use of such licenses as evidence of citizenship or immigration status, and clarifying that notifying law enforcement of an individual's license type constitutes prohibited discrimination.

Authorizes state and local agencies to collect personal information only as necessary to assess eligibility for or administer public services and exempts this information from public records disclosure except as required by law, court order, or for public health officers investigating disease.

Makes legislative findings demonstrating that the privacy protections balance the public's right to access government information with the need to protect personal information of individuals participating in public programs.
