Requires case plans for foster youth ages 10 and older and high school-enrolled nonminor dependents to be updated yearly to verify they receive comprehensive sexual health education meeting state standards through school or alternative sources.

Mandates case plans for youth ages 10 and older and all nonminor dependents be updated yearly to document that case workers have informed them about accessing age-appropriate reproductive and sexual health care, their confidentiality rights, and how to obtain services.

Requires the Department of Social Services to develop a curriculum for case management workers and foster care providers addressing sexual and reproductive health topics, including how to document sensitive health information in case plans.

Mandates training on sexual and reproductive health curriculum be included in administrator certification programs for group homes and short-term residential therapeutic programs, and in annual foster parent and resource family caregiver training.

States no state reimbursement is required for local agencies under specified circumstances related to the 2011 Realignment Legislation.
