Authorizes recipients to consent to and revoke consent for electronic delivery (email, facsimile, or other electronic means) of association documents by email, in addition to written consent and revocation.

Reduces the required notice period for proposed rule changes in common interest developments from 30 days to 28 days before the board makes the rule change.

Maintains exception allowing boards to skip advance notice for emergency rule changes addressing imminent threats to public health, safety, or substantial economic loss to the association.

Emergency rule changes remain effective for 120 days unless a shorter period is specified, and cannot be readopted as emergency changes.
