Establishes the California Council for Adaptation and Resiliency to administer the Integrated Climate Adaptation and Resiliency Program and coordinate regional and local climate adaptation efforts with state strategies.

Transfers program administration functions from the Office of Planning and Research to the council, including maintaining a climate adaptation clearinghouse and coordinating the Adaptation Planning Guide.

Requires council members to have expertise in climate change and related disciplines including public health, environmental justice, agriculture, transportation, energy, water, emergency services, and innovative finance, serving staggered four-year terms beginning January 1, 2019.

Designates the Director of the Office of Planning and Research (or designee) as council chair and requires the council to meet at least three times annually with remote accessibility options for meetings.

Mandates the council publish meeting notes following each meeting and annually post a summary of activities and outcomes on its Internet website, and conduct biennial reviews of adaptation guidance, metrics, and vulnerability assessment tools.
