Authorizes the Fair Political Practices Commission and the City Council of Sacramento to enter into an agreement for the Commission to administer, implement, and enforce Sacramento's local campaign finance reform ordinance.

Grants the Commission authority to investigate violations and bring administrative enforcement actions under the ordinance, provided the ordinance complies with the Political Reform Act of 1974.

Requires the Commission to report to the Legislature by January 1, 2022 on the agreement's performance, including cost savings, performance metrics, public comments, and legislative recommendations.

Allows either the City Council or the Commission to terminate the agreement at any time by ordinance or resolution, with the city responsible only for costs and expenditures already incurred.

Repeals this section on January 1, 2023 unless extended by later legislation, and takes effect immediately as an urgency statute.
