CA SB268

Increases Los Angeles County Metropolitan Transportation Authority board membership from 14 to 22 members, effective January 1, 2020.

Requires the authority, League of California Cities (LA County Division), California Contract Cities Association, and LA County City Selection Committee to submit a reorganization plan to the Legislature by December 1, 2018, agreed to by at least 3 of these entities.

Expands representation for cities outside Los Angeles, including adding 5 Los Angeles City Council members (up from 1), one member from Long Beach, and 8 members from other county cities appointed by the City Selection Committee.

Divides the county (excluding LA and Long Beach) into four sectors with two members each: North County/San Fernando Valley, Southwest Corridor, San Gabriel Valley, and Southeast.

If no plan is submitted or implemented by January 1, 2020, the default 22-member structure specified in the bill automatically takes effect on that date.
