Amends Fish and Game Code sections governing landing receipts for commercial fishing to specify delivery deadlines: original signed paper landing receipts must be delivered to the Department of Fish and Wildlife on or before the 16th or last day of the month in which fish were landed, whichever occurs first.

Requires electronically submitted landing receipt records to be delivered to the department within three business days of landing, with "business day" defined as Monday through Friday excluding state and federal holidays.

Applies new requirements to marine aquaria receivers and commercial fish businesses that take their own fish.

Establishes that violations of these landing receipt requirements are crimes, creating a state-mandated local program.

Declares no state reimbursement is required because the bill only changes penalties for existing violations under Government Code Section 17556.
