Requires all boards within the Department of Consumer Affairs to grant a fee waiver for initial professional license applications and issuance to honorably discharged veterans of the California National Guard or United States Armed Forces who provide a DD Form 214 as proof.

Limits each veteran to only one fee waiver for initial licensure, though veterans may receive waivers for both application and issuance fees if a board charges separate fees for each.

Excludes fee waivers from applying to license renewals, additional licenses, certificates, registrations, permits associated with an initial license, or examination applications.

Specifies the fee waiver applies only to individual veterans applying for their own licenses, not to veterans applying on behalf of businesses or other entities.
