Imposes a 30-day waiting period after court approval for minors age 17 or younger to obtain a marriage license or file a domestic partnership declaration, with exemptions for minors age 16-17 who are pregnant and minors age 17 with a high school diploma or equivalency certificate.

Mandates that minors granted permission to marry or establish domestic partnerships receive information about emancipation rights, dissolution procedures, domestic violence hotlines, and rights to enter contracts and seek protective orders.

Requires person solemnizing marriage to submit copy of court order with marriage license to county recorder, and local registrars to annually report aggregate data on minor marriages to the State Registrar (total numbers and ages/genders, without personal identifying information).

Makes minors who establish a domestic partnership eligible for emancipation status and adds documentation requirements for court orders including date of birth and gender of parties for statistical tracking purposes.
