SB 282 - CalFresh and CalWORKs Summary

• Requires the State Department of Social Services to issue an annual all-county letter identifying counties eligible for the Restaurant Meals Program and providing instructions for participation or appeal of eligibility determinations.

• Mandates the EBT system automatically allow all CalFresh recipients eligible for the Restaurant Meals Program to use benefits at approved participating restaurants upon card issuance.

• Adds subsidized employment as a component of the CalFresh Employment and Training (E&T) program and requires the department to seek a federal waiver allowing 50% federal reimbursement for wage subsidies for able-bodied adults without dependents in non-waiver counties.

• Authorizes counties to use CalWORKs single allocation funds and expanded subsidized employment funds to provide employment services to noncustodial parents of children receiving CalWORKs benefits.

• Provides that continuous appropriations from the General Fund to defray county CalWORKs costs shall not apply to implementing this act.
