Extends existing law requiring county boards of supervisors to contract with independent legal counsel to include auditor-controllers, in addition to county assessors and sheriffs, when the district attorney or county counsel have conflicts of interest.

Allows the auditor-controller to request independent legal counsel and initiate an ex parte proceeding before the presiding judge if the board of supervisors denies the conflict of interest exists.

Authorizes the presiding judge to determine whether an "ethical wall" is appropriate as an alternative to independent counsel, considering factors such as equal representation, resource access, and zealous representation.

Applies to matters brought after an auditor-controller leaves office if the matter arose within the scope of their duties while in office.

Constitutes a state-mandated local program; requires reimbursement from the state if the Commission on State Mandates determines the bill imposes costs on local agencies.
