Requests the University of California to convene a task force with 9 total representatives: 3 from UC, 3 from California State University, and 3 from California Community Colleges.

Requires each segment to include at least one currently enrolled student among its three representatives, and task force members must be selected with the first meeting held by April 1, 2018.

Directs the task force to study the extent, causes, and effects of housing insecurity and homelessness among current postsecondary students and prospective applicants in California, with data separated between graduate/professional and undergraduate students.

Requires the task force to submit findings and recommendations to the Legislature by December 31, 2018.

Provides that the California State University trustees shall convene the task force if the University of California Regents decline to participate.
