Amends Section 26110 of the Business and Professions Code to clarify that cannabis transportation from distributors must be for the purpose of retail sale to licensed retailers, microbusinesses, or nonprofits.

Authorizes licensed distributors to transport cannabis or cannabis products fit for sale to the premises of another licensed distributor for further distribution.

Maintains existing requirements that distributors arrange for testing laboratory samples, conduct quality assurance reviews, and ensure compliance with labeling and packaging requirements before distribution.

Establishes a quality assurance compliance monitor employed by the bureau to conduct random reviews at distributor premises, verify tax payments, and access track and trace system records.

Takes effect immediately as an urgency statute upon approval by the Governor on September 19, 2018.
