Requires each public university student health center in the University of California and California State University systems to offer abortion by medication techniques on and after January 1, 2022.

Establishes the College Student Health Center Sexual and Reproductive Health Preparation Fund to be administered by the Commission on the Status of Women and Girls, with $200,000 grants to each public university student health center for medication abortion readiness and $200,000 grants to each university system for backup medical support and telehealth infrastructure.

Implementation is contingent on at least $9,600,000 in private funds being made available to the fund on or after January 1, 2019.

Authorizes the commission to receive and manage non-state moneys including private sector entities and federal/local government agencies, with up to $2,400,000 available for fund administration costs.

Requires the commission to submit annual reports to the Legislature from December 31, 2020 through December 31, 2025, detailing the number of student health centers providing medication abortion, procedures performed, and funds expended, in compliance with state and federal privacy laws.
