Requires the State Department of Social Services to include voter registration information on Independent Living Program flyers, nonminor dependent agreement forms, transitional independent living plan forms, and relevant department and ombudsman websites.

Specifies that included voter registration information must contain the Secretary of State's voter registration webpage, toll-free election information telephone number, and email address.

Authorizes county social workers to provide voter registration forms to foster youth age 16 and older or nonminor dependents when providing the forms identified above.

Allows the Department of Social Services to implement these provisions through all-county letters or similar instructions without requiring formal regulatory action.
