Establishes the Nursery Advisory Board within the Department of Food and Agriculture to advise the Secretary on matters relating to nurseries and nursery stock.

Board consists of 12 voting members appointed by the secretary, representing licensed nursery stock sellers, with 4-year terms staggered so approximately half expire each year.

Secretary may also appoint ex officio nonvoting members who do not have a financial interest in the nursery industry.

Board members do not receive salary but may receive per diem for attendance at meetings and other board activities as approved by the secretary and in accordance with Department of Human Resources rules.

Board shall annually elect a chairperson from its membership and may adopt and amend bylaws as deemed necessary.
