Requires the Public Utilities Commission to consider distributed energy resources, energy storage, grid efficiencies, and energy efficiency in integrated resource plans to meet peak demand needs while reducing need for new generation and transmission resources.

Mandates local publicly owned electric utilities with annual electrical demand exceeding 700 gigawatthours to adopt integrated resource plans by January 1, 2019, with updates at least every 5 years to achieve 50% renewable energy procurement by 2030 and state greenhouse gas reduction targets.

Authorizes all-source procurement including demand-side resources, supply-side resources, and mixed resources to achieve integrated resource plan goals at least cost to ratepayers.

Applies similar integrated resource plan requirements to electrical cooperatives with annual electrical demand exceeding 700 gigawatthours.

Specifies no state reimbursement is required as local utilities have authority to levy service charges and fees to cover costs.
