Requires the Judicial Council to conduct a statewide study of veterans treatment courts if funding is provided, including an assessment of currently operating programs and their outcomes related to recidivism, mental health, homelessness, employment, and substance abuse.

Mandates a survey of counties without veterans treatment courts to identify implementation barriers, assess local need based on veteran population and available services, and document alternative resources such as community courts.

Requires the Judicial Council to report findings and recommendations to the Legislature by June 1, 2020, including recommendations for expanding veterans treatment courts and exploring feasibility of regional model courts using service coordination or technology.

Automatically repeals on January 1, 2021, unless extended by later legislation enacted before that date.
