Enacts the State Remote Piloted Aircraft Act to regulate the operation of remote piloted aircraft (drones) in California airspace while encouraging their development and use.

Prohibits operating remote piloted aircraft in ways that interfere with manned aircraft, violate federal law, endanger life or property, constitute nuisance or trespass, or violate privacy rights.

Requires commercial operators of remote piloted aircraft to maintain liability insurance or proof of financial responsibility in amounts established by the Department of Transportation after public hearing.

Authorizes the Department of Transportation to adopt rules and regulations governing remote piloted aircraft operations to protect public safety and interest while allowing local ordinances consistent with the act.

Establishes penalties for violations as infractions with fines up to $250 or misdemeanors punishable by up to 6 months in county jail and fines up to $1,000.
