Requires elections officials to include a notice in county voter information guides when a local special tax measure is presented to voters for approval.

Notice must be at least 12-point bold capital letters with a one-eighth inch border, positioned immediately after the analysis of the special tax measure under the heading "Important Notice for Taxpayers."

Notice must inform taxpayers that state law requires legal challenges to special taxes be filed within 60 days of voter approval and cannot be challenged after that deadline.

Creates a state-mandated local program requiring reimbursement to local agencies and school districts for compliance costs through existing state mandate reimbursement procedures.
