Requires local educational agencies to ensure parents understand IEP proceedings by communicating in the parent's native language or mode of communication, arranging interpreters, providing translation services, and offering alternative communication services.

Mandates translation of completed IEPs, IEP revisions, and related assessment documents upon parent request, with a 30-calendar-day deadline for parents whose native language is one of the eight most commonly spoken languages in the district.

Requires translations be performed by qualified translators proficient and literate in both English and the target language with knowledge of translator practices including privacy, neutrality, and accuracy.

Revises the definition of "local educational agency" to include all charter schools participating in special education local plan areas, not just nonprofit charter schools.
