Authorizes formation of a regional park and open-space district in Solano County initiated by county board of supervisors resolution after a noticed hearing, rather than by petition.

District formation requires a resolution specifying the district name, territory, funding sources, and prohibition on use of eminent domain.

Mandates a ballot election consolidated with statewide or county elections for voters to approve or reject the proposed regional district.

Grants the Solano County Board of Supervisors authority to serve as the governing body of the regional district, with option to elect a separate board of directors after at least 10 years if voters approve.

County of Solano may provide services and facilities to the district and be reimbursed from district tax revenues collected under Section 5566.
