Amends the Horse Racing Law to expand the sources of funding that must be appropriated without regard to fiscal years for California fair capital projects, including revenue from the Fair and Exposition Fund and any Legislature-appropriated funding for fairs.

Designates funds for California fair projects involving public health and safety, major and deferred maintenance, emergency repairs, physical site changes, property protection, and facility improvements to enhance fair operations.

Allows a portion of appropriated funds to be allocated to California fairs for general operational support, prioritizing fairs with limited revenue sources.

Requires all funds appropriated or designated for California fairs under any law to be deposited into the Fair and Exposition Fund and continuously appropriated according to specified provisions of the Horse Racing Law.

Makes an appropriation by increasing amounts deposited into the continuously appropriated Fair and Exposition Fund.
