Amends Public Contract Code Section 22161 to add Stanislaus Regional Water Authority to the list of local agencies authorized to use design-build procurement process for public works projects.

Defines "project" for Stanislaus Regional Water Authority as its Regional Surface Water Supply Project, allowing this specific water project to use the design-build delivery method.

Design-build procurement allows a single entity to provide both design and construction services, evaluated on criteria including price, features, functions, life-cycle costs, experience, and past performance.

Legislature declares that a special statute is necessary for the Stanislaus Regional Water Authority because a general statute cannot provide the increased flexibility needed for the Regional Surface Water Supply Project.

Bill was approved by Governor on September 30, 2017, and became Chapter 391 of the Statutes of 2017.
