Commencing November 1, 2018, excludes stepsiblings and half-siblings from the count of needy persons used to calculate maximum CalWORKs aid payments if child support payments are received for that child and exceed the monthly aid amount, and if the parent requests exclusion in writing.

Requires 100 percent of child support payments received for excluded children to be paid to the assistance unit and prohibits such payments from being counted as income when calculating aid eligibility.

Mandates county welfare departments notify CalWORKs applicants and recipients in writing about these provisions at application and redetermination.

Requires the State Department of Social Services and Department of Child Support Services to seek all appropriate federal waivers necessary for implementation.

Prohibits state appropriations under Section 15200 of the Welfare and Institutions Code from being made to implement this act.
