Establishes a three-tier sex offender registration system effective January 1, 2021, requiring registration for minimum periods of 10 years (tier one), 20 years (tier two), or life (tier three) based on offense severity and risk assessment.

Allows tier one and tier two offenders to petition for termination from the sex offender registry after completing their minimum registration period, effective July 1, 2021, with courts considering factors including offense nature, victim information, and current risk of reoffense.

Permits tier three offenders designated based solely on risk level to petition for registry termination after 20 years, with exceptions for certain serious offenses including violations of Section 288.

Establishes a "tier-to-be-determined" category allowing the Department of Justice up to 24 months to ascertain proper tier designation when immediately classification is not possible.

Revises public Internet website disclosure requirements effective January 1, 2022, to limit information posted on tier two offenders and exclude information about juvenile offenders, while requiring risk assessment data be considered in public safety determinations.
