Extends the Traumatic Brain Injury Program operated by the Department of Rehabilitation until July 1, 2024 (previously set to expire July 1, 2019), with automatic repeal on January 1, 2025.

Requires the department to pursue all available sources of funding for the program and expand services to adults 18 years and older with traumatic brain injuries in areas with greatest need if new funding is secured.

Mandates the department establish by July 1, 2024 requirements for service providers regarding service delivery standards, data collection, and program administration, including approval processes for community reintegration programs.

Repeals the requirement that the department submit a home- and community-based services waiver application or state plan amendment to serve at least 100 adults with acquired traumatic brain injuries under Medi-Cal.

Requires the department to meet periodically with traumatic brain injury service providers to discuss performance standards, eligibility requirements, program administration, and funding strategies.
