Exempts advertising displays in two specific geographic areas in the City of Artesia near State Highway Route 91 from certain provisions of the Outdoor Advertising Act, provided they meet specified conditions.

Requires the City of Artesia to adopt an ordinance regulating the displays that includes minimum requirements for number of signs, maximum signage area, minimum separation, illumination restrictions, and hours of operation.

Prohibits advertising displays from advertising tobacco, firearms, sexually explicit material, or products/services not made, sold, or located in the City of Artesia.

Requires at least 500 feet of spacing between advertising displays on the same side of the freeway unless blocked by buildings or obstructions, with exceptions for on-site business advertising.

Requires the Department of Transportation to determine that displays will not reduce federal highway aid or violate federal law before placement, and makes the City of Artesia responsible for ensuring ongoing compliance and indemnifying the department for non-compliance.
