Requires the Department of Veterans Affairs to conduct a survey assessing veterans' homes' ability to serve veterans with complex mental and behavioral health needs.

Mandates development of a plan addressing staffing needs (including specialized staff), required staffing ratios at each care level, and each home's capacity to accommodate this population while minimizing disruption to existing operations.

Allows the department to dedicate specific beds or units in one or more veterans' homes for veterans with complex mental and behavioral health needs.

Requires the department to submit the plan and recommendations for future legislation to the Legislature by January 1, 2019, in compliance with Government Code Section 9795.
