Establishes the State Military Reserve and Naval Militia Length of Service Award Act to provide additional incentives for volunteer service in these state military organizations.

Appropriates $100,000 from the General Fund to the Military Department for administrative costs and to pay awards to qualified persons.

Defines a "qualified person" as someone who is 50 years of age or older and completes 10 years of satisfactory volunteer service in the State Military Reserve or Naval Militia on or after January 1, 2018.

Provides an award of $100 per month for life to each qualified person, with no payment for the month in which the person dies.

Excludes years of paid service (state active duty, inactive duty training, active guard and reserve duty, and active duty) from counting toward the 10-year service requirement.
