Authorizes the Public Utilities Commission to allow gas corporations to procure zero-carbon or low-carbon hydrogen to serve customers or for other stated purposes.

Allows gas corporations to recover reasonable costs of pipeline infrastructure developed to deliver and transport zero-carbon or low-carbon hydrogen through existing pipeline systems to end users.

Permits the State Air Resources Board, Public Utilities Commission, and Energy Commission to authorize production of zero-carbon or low-carbon hydrogen for transportation fuel, serving gas customers, electricity generation, and long-duration energy storage.

Requires that hydrogen delivered to electrical generating facilities through common carrier or interstate pipelines either be used onsite, delivered through dedicated pipelines, or injected into pipelines within California while providing measurable environmental benefits to the state.

Defines "zero-carbon hydrogen" as hydrogen produced using renewable energy from water electrolysis or non-carbon feedstock, and "low-carbon hydrogen" as hydrogen produced without fossil fuels using similar production methods.
