SB 452 Summary

• Exempts convenience zones from recycling center requirements if a certified recycling center is located within one mile and increases total allowable exemptions from 35% to 50% of eligible zones.

• Exempts dealers with gross annual sales under $2,000,000 or non-supermarket dealers with less than 5,000 square feet of retail space from redemption requirements, with additional temporary exemptions through December 31, 2020.

• Freezes handling fees at July 1, 2015 rates through July 1, 2021 and authorizes up to $3,000,000 annually for supplemental handling fee payments to low-volume recycling centers until July 1, 2021.

• Freezes processing fee calculations using December 30, 2015 recycling costs (adjusted for inflation) through December 31, 2020 and suspends new cost surveys until January 1, 2020.

• Extends market development payments to reclaimers and product manufacturers using third-party processors and allocates funding: $15 million for curbside/dropoff programs and $10.5 million for cities and counties for recycling activities.
