Requires Internet service providers bidding on or renewing state contracts of $100,000 or more for broadband Internet access service to certify compliance with net neutrality requirements in Civil Code Section 3100 et seq.

Permits state agencies to waive these requirements if only one contractor is available and unable to comply, if an emergency requires immediate service from a non-compliant provider, or if the agency specifically requests non-compliant service.

Applies the same definitions of "broadband Internet access service" and "Internet service provider" used in the Civil Code, with broadband service including enterprise service offerings.

Becomes operative only if Senate Bill 822 of the 2017–18 Regular Session is enacted and becomes effective.
