Authorizes the California Legislative LGBT Caucus Foundation to plan and construct a monument in State Capitol Park honoring California's LGBT civil rights movement history, in consultation with the California Legislative LGBT Caucus and Department of General Services.

Requires the Department of General Services to review design plans, ensure ADA compliance, oversee environmental review, approve final construction documents, prepare permits and maintenance agreements, and inspect construction work.

Mandates that the California Legislative LGBT Caucus Foundation and Caucus establish a schedule for design, construction, and dedication, and obtain approval from the Joint Committee on Rules before beginning construction.

Requires all planning, construction, and long-term maintenance costs to be funded exclusively through private donations, with a maintenance agreement signed between the organizations and the state.

Monument construction cannot proceed unless the Joint Committee on Rules and Department of Finance determine sufficient private funding is available for both initial construction and ongoing maintenance.
