Authorizes amendment of interagency transfer agreements between the Department of Transportation and joint powers boards to extend intercity rail corridors beyond currently defined boundaries.

Requires proposed corridor extensions and expanded rail service to be consistent with the State Rail Plan and approved through the joint powers board's business plan and the Secretary of Transportation.

Mandates joint powers boards to determine that corridor extensions and service expansions will not jeopardize or reduce funding for existing intercity rail services.

Applies to the three existing intercity rail corridors defined in current law.
