Directs the Legislature to monitor the Department of Veterans Affairs' efforts to implement a statewide electronic health record system for its veterans' homes.

Makes conforming amendments to existing law governing veterans' home operations, including provisions related to resident admission, fees, financial investigations, and handling of resident funds.
