Adds Metrolink commuter rail projects to the definition of "project" eligible for Construction Manager/General Contractor (CM/GC) project delivery method in public contracting, allowing regional transportation agencies to use this alternative delivery method instead of traditional design-bid-build.

Requires public entities operating or contracting for operation of commuter rail systems to equip each train with an automated external defibrillator (AED) as safety equipment by July 1, 2020, with exemption for Peninsula Corridor Joint Powers Board which must include AEDs in Caltrain Electrification Project trainsets.

Requires affected public entities to submit written confirmation of AED compliance to the Public Utilities Commission and exempts them from liability for civil damages from emergency care rendered using AEDs if they comply with Health and Safety Code requirements.

Excludes intercity passenger rail, light rail, and rapid transit services from the commuter rail AED requirements.

Exempts state reimbursement obligations for costs related to creation of new crime or infraction provisions, but subjects any other mandated costs to standard state mandate reimbursement procedures.
