Creates a new 12-month sport fishing license option for residents and nonresidents age 16 or older, priced at 130% of the current calendar-year license fee (rounded to nearest $0.25)

Allows automatic renewal of 12-month licenses through electronic payment at the same price as a standard calendar-year license

Requires the Fish and Game Commission to adjust fees to recover all reasonable implementation and administrative costs, including enforcement costs

Mandates the Department of Fish and Wildlife to collect data necessary to justify fee amounts and submit a written report to the Legislature by December 1, 2023

Becomes operative January 1, 2020 and expires January 1, 2025, at which time the section is repealed
