Expands the definition of "local emergency" to include conditions of disaster or extreme peril within port districts established under the Harbors and Navigation Code, in addition to counties, cities, and city-counties.

Authorizes port districts to declare local emergencies through their governing body or a designated official on the same basis as cities and counties.

Defines "port district" as a special district formed under the Harbors and Navigation Code that is not a subdivision of a city or county and handles commodities on oceangoing vessels with commercial capacity of 15,000 deadweight tonnage or more.

Extends emergency management procedures to port districts, including authority to create disaster councils, conduct test exercises, procure mutual aid, issue curfews, and request state emergency assistance.

Adds "cyberterrorism" to the list of conditions that can constitute a state of emergency or local emergency.
