Enacts the Water Bill Savings Act, authorizing joint powers authorities to provide funding for water efficiency improvements in Alameda, Contra Costa, Los Angeles, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma counties.

Requires customers to repay the authority through an efficiency charge added to their water bill, collected by the local agency or publicly owned utility on behalf of the authority.

Mandates that efficiency improvements comply with CalConserve Water Use Efficiency Revolving Loan Program guidelines and must be "bill neutral," meaning projected savings exceed the efficiency charge cost.

Allows authorities to issue bonds to fund the program, with optional pledges of water enterprise revenue as security if efficiency charges prove insufficient to cover bond payments.

Requires annual public reporting by administering authorities on program metrics including number of agreements, water savings achieved, financing provided, and revenue collected.
