Adds Section 11250.9 to the Welfare and Institutions Code to exempt U.S. Department of Veterans Affairs benefits for education, training, vocation, or rehabilitation from income calculations for CalWORKs program eligibility and grant amounts.

Applies the exemption to veterans, dependents of veterans, and spouses of veterans who died in the line of duty or have service-connected disabilities.

Imposes a state-mandated local program on counties to implement the exemption, with no state General Fund appropriation provided for implementation costs.

Requires reimbursement to local agencies and school districts for any costs mandated by the state as determined by the Commission on State Mandates, pursuant to Government Code Part 7.
